PPWR Packaging Regulation: What companies need to know and implement now

As a packaging manufacturer, we not only consistently adhere to the new PPWR requirements ourselves, but also actively support our customers in designing their packaging to be compliant, recyclable, and future-proof at an early stage.

The new EU Packaging Regulation (PPWR) brings profound changes for manufacturers, brand owners, and distributors of packaging. The aim of the regulation is to reduce packaging waste across Europe, increase recycling rates, and strengthen the circular economy in the long term.

This makes the PPWR a key issue for companies that use packaging in Germany and the EU. Flexible plastic packaging, bag structures, sleeves, and composite materials are particularly affected.

EU Packaging Regulation (PPWR): New requirements for recyclability and material use

The PPWR replaces the previous Packaging Directive and will apply directly in all EU member states in the future. This will increasingly standardize special national regulations.

The focus is on, among other things:

  • Binding assessment of recyclability
  • Requirements for minimum recycled content (PCR)
  • Packaging minimization and material efficiency
  • Extended labeling requirements
  • Harmonization of EU rules

Companies must therefore review their existing packaging solutions at an early stage – both in terms of material structure and sorting and recycling processes.

PPWR-compliant packaging: Monomaterial solutions are gaining in importance

A key point of the PPWR is the stricter regulation of multi-layer composites that are difficult to separate. Particularly in the case of flexible packaging, the focus is therefore shifting to monomaterial bags made of PE or PP, recycling-optimized flow packs, and tubular bags with improved sortability.

The choice of material also plays a decisive role in sleeves. C-PET sleeves or perforated solutions can specifically support recycling processes and enable design-for-recycling concepts.

However, the switch to PPWR-compliant packaging does not only mean a change of material, but a holistic view of:

  • Product protection
  • Machine compatibility
  • Economic efficiency
  • Brand impact

Packaging Act and PPWR: What is changing for German companies

For companies in Germany, the PPWR is closely linked to the existing Packaging Act. While the national Packaging Act continues to regulate reporting and system obligations, the PPWR will in future define detailed technical requirements for packaging design and recyclability.

This means that

packaging must comply with both national obligations and the new EU requirements. A strategic review of existing packaging solutions reduces risks and creates planning security.

Act early: strategically review packaging now

The PPWR is not a short-term development, but part of a long-term transformation of the European packaging market. Companies that analyze and optimize their packaging now can implement adjustments in a structured and economically sensible manner.

We provide support in evaluating:

  • Material structures
  • Recyclate options
  • Recyclability
  • Format and design efficiency
  • Machine compatibility
